CENTRAL COOLING PLANT

The University is planning to construct a central cooling and heating plant with approximately 1000 tons of cooling capacity to serve the proposed Science Annex, the existing science building, the proposed library addition and the existing library. It will be sized to accomodate increasing cooling capacity to serve a future second science annex and other buildings within serviceable range.

Status of Project

February 14, 2013 - OSE gave approval to process Certificate of Occupancy.

January 21, 2013 - Floor fininshing complete.

January 17, 2013 - Chilled water system placed in permanent service and standby chiller removed from service.

January 04, 2013 - Floor fininshing to begin.

December 05, 2012 - Building plumbing and electrical services are approximately 90% complete. Mechanical services 95%, installation of piping system insulation 80% complete. Windows, doors, and roll-up doors 70% complete. The MC has completed 100% of the underground chilled water piping system.

December 03, 2012 - Evaluating system operations for the remainder of the week.

November 07, 2012 - MC completed 100% of the UG chilled water piping system.

September 26, 2012 - Exterior brick 85% complete.Piping 85% complete. UG chilled water piping 85% complete. Roofing is 80% complete.

September 12, 2012 - Exterior brick 35% complete. Roofing installation 70% complete. UG chilled water piping system 80% complete.

August 15, 2012 - MC installation of chilled water lines 90% complete on Swain Science Annex, 40% on the west side of the Energy Plant, and 90% between Kearns Hall and Atheneum.

June 25, 2012 - Cooling towers installed on steel support structure and pumps delivered to site.

May 18, 2012 - Foremost Pipeline Company scheduled to complete the underground natural gas piping upgrades and connections.

May 11, 2012 - General contractor poured and finished floor slab.

February 29, 2012 - Cayce installing underground piping to Kimbel Library and the Bryan Information Commons.

February 24, 2012 - S&ME monitoring report complete.

February 22, 2012 - Bid closing date.

February 06, 2012 - MMO advertised chillers on SCBO.

January 26, 2012 - Contractor completed testing of the underground piping.

January 06, 2012 - S&W scheduled to complete paving of drive and pour concrete section of sidewalk at Student Center.

January 06, 2012 - CCU Procurement completed chiller documentation and forwarded to MMO for final review/approval.

January 05, 2012 - Cayce site contractor scheduled to complete back-filling of trench.

January 04, 2012 - Thermacor scheduled to be on site to view test and insulate joints.

January 03, 2012 - Cayce scheduled to test underground chilled water piping installation.

December 19, 2011 - Cayce scheduled to begin installation of chilled water piping from the Central Energy Plant to the Kimbel Library/Information Commons expansion.

November 30, 2011 - Weekly site meeting with contractor and sub-contractors.

November 09, 2011 - Job site meeting with DWG, Cayce and subcontractors to discuss project schedule.

October 31, 2011 - Construction begins.

October 27, 2011 - Job site meeting with all contractors.

September 30, 2011 - Pre-Construction Meeting.

September 26, 2011 - Water Cooled Centrifugal Chillers procurement advertised in SCBO.

August 25, 2011 - Bid Closing.Cayce Company, Inc. was successful bidder.

August 04, 2011 - Pre-bid conference at Kline Hospitality Suite.

July 28, 2011 - Meeting scheduled with representatives from Santee Cooper and HTC to discuss power service agreements.

July 25, 2011 - Advertised project on SCBO.

July 18, 2011 - DWG delivered drawings to OSE for review/comments/approval.

May 24, 2011 - DWG and WTSL were given approval to proceed with revising the construction documents.

April 25, 2011 - DWG met with architect and cost consultant to finalize all cost reduction possibilities.

March 15, 2011 - Visited the College of Charleston and toured the CEP installation to determine cost reduction possibilities.


March 08, 2011 - Met with DWG, project engineers, to re-evaluate the project cost reduction possibilities and to project a date to re-advertise on SCBO.

March 02, 2011 - Bids turned down due to budget constraints. Re-evaluating project to place on SCBO for bidding process.

January 25, 2011 - Construction pre-bid conference.

January 13, 2011 - Project advertised in SCBO.

January 03, 2011 - OSE approval to proceed with project.

December 03, 2010 - DWG sent construction documents to OSE for final review.

November 29, 2010 - CCU AND OSE review of construction documents.


November 09, 2010 - Meeting with DWG to review final construction documents.

September 20, 2010 - Construction documents sent to OSE for review.

September 15, 2010 - Meeting with DWG to review the construction cost estimate and project construction documents status.

August 12, 2010 - Received final construction cost estimate from Aiken Cost Consultants.

August 04, 2010 - WTS/SSOE/T&H continuing preparation of construction departments.

July 26, 2010 - Aiken Cost Consultants preparing final construction cost estimates.

July 14, 2010 - Construction drawings 50% complete.

June 24, 2010 - Meeting with DWG to review construction documents.

May 25, 2010 - Preparation of construction documents in process.

February 17, 2010 - Phase II design in process.

January 26, 2010 - Completion of Phase II consultant contract.

January 11, 2010 - Negotiating Phase II contracts for design services.

December 15, 2009 - A-1 for Phase II Construction approved by Budget & Control Board.

December 02, 2009 - A-1 for Phase II construction approved by JBRC.

November 05, 2009 - A-1 for Phase II Construction approved by CHE.

October 09, 2009 - A-1 submitted to Commission on Higher Education for approval of Phase II Construction.

August 25, 2009 - A&E selection committee met to interview A&E design teams from short list. DWG, Inc. was selected for design services.

August 14, 2009 - A&E selection committee met to short list design teams for interviews.

July 13, 2009 - Advertisement in SCBO for Phase I A&E selection. Resume deadline 7-30-09.

June 29, 2009 - A-1 for design phase approved by SC Budget & Control Board.

June 03, 2009 - A-1 for design phase approved by Joint Bond Review Committee.

May 07, 2009 - A-1 for design phase approved by SC Commission on Higher Education.

April 20, 2009 - A-1 submitted to Commission on Higher Education in the amount of $60,000 for design phase.
