Adds additional accessible language testing to support English proficiency and puts forward English Pathway program.

Financial costs are none for all changes except the Global Achieve Program, which we have developed cost modeling that supports coverage by revenue charged to students in the program. Space is already allocated in Kearns and hiring of one staff member costs are supported by revenue received by the program. See attached support model that shows facilities needed, already discussed with Provost and VP Finance, and more detail on program model. In addition, the program would also generate credit-based tuition that would go to general fund for university-designated use, and discussion and agreement has been reached to cooperate with Department of English to also have this staff person, in Spring semester and potentially Summer, support 1 - 2 courses in adjunct teaching role. (English will serve on search committee to assure teaching credentials to fulfill this collaborative role).

The general adjustments to catalog for international admissions reflect best practices, as well as learning from other models to provide as accessible, while secure, English proficiency support as possible so that we can advance our international recruitment in support of the CCU mission. The GAP program must be approved through University to enable us to advance it to the US Student and Visitor Exchange Program (US SEVP) as a request to amend our I-17 university authorization document, thereby allowing us to bring students to this program. As this process can take 6 - 9 months, it is important that we move through this approval now. Our request for this approval is that it be approved for addition to the 2020-2021 catalog contingent upon US SEVP approval being received before the 2020-2021 catalog goes to print, and if that approval is received after the 2020-2021 catalog goes to print, the approval would be effective for the 2021-2022 catalog. We would intend to open the Global Achieve Program in Fall 2021, but listing in the 2020 catalog would help support our international recruitment for that year as well.
